The attached map has been revised to show the location of the Cates <br /> Creek drainage basin, the Rural Buffer border, and area roads. <br /> Hillsborough Annexation Option.One topic of discussion at the 1sst Work Group meeting was <br /> whether Hillsborough could annex within the EDD area. The answer is yes. Further research into <br /> Hillsborough's action on withdrawal from the Cooperative Planning Agreement indicates that the Town <br /> adopted a resolution on May 9, 1994 withdrawing from the Agreement, notified the County of its action <br /> on May 12, 1994 (date of notice receipt), and established an effective date of June 29, 1994, at least 30 <br /> days following the required written notice. All of Hillsborough's actions have been in accord with the <br /> provisions of the Cooperative Planning Agreement. <br /> The implication of Hillsborough's action is that, upon receipt of an annexation petition from one <br /> or more property owners within the EDD, it may exercise its statutory authority to annex the property. <br /> Given Hillsborough's withdrawal from the Cooperative Planning Agreement, this topic is among those to <br /> be discussed at the joint meeting of the Orange County and Hillsborough Board of Commissioners on <br /> Thursday, November 3. <br /> Water/Sewer Extension Option. One option for extension of public water and sewer is as <br /> follows: <br /> Limit public water and sewer service to the north side of I-40, delaying extensions to the area <br /> south of I-40 until as-yet unspecified thresholds are met. <br /> One model for these"thresholds" or"triggers"is found in the Joint Planning Area Land Use Plan. <br /> That Plan designates Transition I and II areas, and indicates that Transition Area I may be developed at <br /> densities (1-5 units per acre) and uses identified in the underlying land use plan categories.
