KEY POINTS CONCERNING INFORMATION HIGHWAY GRANT PROCESS <br /> November 1 , 1994 <br /> * Representatives from County, OCS , and CHCCS met on Oct 28 <br /> following numerous individual telephone conversations over <br /> previous ten days <br /> * Consensus not to pursue individual or joint applications <br /> for Info Highway grants to try to meet Nov 4 deadline <br /> * High level of enthusiasm for the Info Highway concept <br /> , * Receipt of application materials on Oct 24 precludes <br /> development of well-thought out application to meet deadline <br /> * Application packet reflects definite orientation towards <br /> interactive video <br /> * None of the three entities has budgeted funds in '1994-95 <br /> for capital or operating expenses for Info Highway connection <br /> * Better to identify applications needed by County , OCS , & <br /> CHCCS , then apply for funding , rather than pursue interactive <br /> video , pay for it upfront, then figure out how to use it <br /> * Considered resubmitting OCS Feb 94 distance learning <br /> proposal , but not sure required usage and budgetary support <br /> from cooperating users is still in place <br /> * Consensus presumption that additional NCIH funds will be <br /> available in the future <br /> * Need high speed data , not interactive video , at this point <br /> * Training of teachers required for interactive video <br /> * Need ability to create sub-nets ( for example, connecting <br /> all OCS campuses ) to the main hub serving as the NCIH <br /> connection when we do connect <br /> * All three entities will continue to discuss opportunities <br /> for cost-effective collaboration in using Information Highway <br /> technology benefits <br />
