It offers special encouragement to <br /> underemployed persons and assists employees affected by <br /> layoffs to relocate to other County positions. <br /> 9.2 E2142Y <br /> Decisions relating to transfers, promotions, and <br /> employee development should be based on the overall <br /> performance and potential of the employee. Evaluation <br /> shall be systematic and objective, and guidance shall <br /> be provided for development of the employee as an <br /> individual.
