23 <br /> 3.4. 13 The Personnel Department shall refer to the <br /> hiring department a specified number of <br /> applicants whose education, training, experience <br /> and other merit factors are best suited for the <br /> position when compared with all applicants. <br /> Criteria for comparison are based upon minimum <br /> requirements as provided in position <br /> specifications. The County' s Affirmative Action <br /> commitments and the hiring department' s standing <br /> with regard to reasonable representation by <br /> protected groups shall be considered during this <br /> process. <br /> 3.4.14 The hiring department shall review applications, <br /> conduct interviews, and make selections from <br /> only those applicants referred by the Personnel <br /> Department. <br /> 3.4.15 All selection related activities will be <br /> conducted within the boundaries of the County. <br /> 3.5 Job Offer Procedure <br /> All hiring departments shall complete and return the <br /> following forms to the Personnel Department: <br /> 1. A written notice detailing reasons for selection and <br /> non-selection of all applicants that were referred. <br /> 2 . All applications of rejected applicants. <br /> 3. A completed Personnel Action Form and attached <br /> application of successful applicant. <br /> 3.5.1 The Personnel Department will: <br /> 1. Receive, check and approve Personnel Action <br /> Forms. <br /> 2 . Notify the successful applicant and make a <br /> job offer. <br /> 3. Notify all rejected applicants by letter. <br /> 4 . Forward an Employment Agreement Letter to the <br /> successful applicant which contains <br /> notification of employment, listing terms of <br /> employment, position classification, salary, <br /> reporting date, location of work site, and <br /> fringe benefits. Employment is contingent <br /> upon the employee signing and returning the <br /> . Employment Agreement Letter. <br /> 3.5.2 Assist departments with selection decisions. <br />
