20 <br /> transferring the current employee without <br /> considering other applicants, then the <br /> County must carefully consider the <br /> qualifications of other applicants in filling <br /> this position. <br /> 3.2.4 It is the policy of the County to employ <br /> according to merit and fitness. Vacancies are posted at all times in <br /> the Personnel Department. <br /> 3.3.4 Internal recruitment shall begin immediately for <br /> permanent positions.
