12 <br /> 3.7.3 Starting Date <br /> The position may not be filled until it becomes <br /> vacant, unless an overlap for training purposes <br /> has been approved in advance by the Personnel <br /> Department and funds are available. <br /> 3.7.3 Making the Job Offer <br /> The Personnel Department: <br /> -Prior to making any job offer, reviews the <br /> selection decision documentation and advises <br /> the hiring department of any apparent policy <br /> or legal question raised by the proposed <br /> appointment. <br /> -Determines the appropriate 'hiring salary in <br /> terms of policy and law and notifies the <br /> department. <br /> -Makes the employment offer to the applicant <br /> or employee candidate selected. <br /> -Forwards an Employment Agreement Letter <br /> to any selected applicant. This includes <br /> confirmation of the probationary period <br /> requirement, position classification, <br /> salary, and date to begin work. <br /> -Notifies the hiring department of the <br /> acceptance or non-acceptance, of the job <br /> offer. <br /> -Notifies each applicant or employee <br /> candidate not selected. <br /> As an exception to the above offer procedure, <br /> the Social Services and Health Departments may <br /> extend the employment offer to the applicant or <br /> employee candidate selected. Such an offer <br /> occurs following Personnel ' s review of the <br /> selection documentation and proposed hiring <br /> salary. <br /> 3.7.4 Employment Offer Conditions <br /> Employment of an applicant is contingent upon <br /> the applicant: <br /> -Signing and returning the Employment <br /> Agreement Letter prior to the date to begin <br /> work. <br />
