Plan of Action - WTMP Chapel Hill - 968-4501 <br /> Mebane - 227-2031 <br /> Durham - 688-7331 <br /> PURPOSE: <br /> The purpose of this item is for the Board of Commissioners to approve <br /> the implementation schedule of the WTMP and approve the establishment <br /> of a new, permanent environmental health specialist position in the <br /> Health Department, with effect from December 5, 1994 . <br /> BACKGROUND: <br /> The Board of Commissioners at their meeting of June 6, 1994 , approved <br /> of the fees to fund the Wastewater Treatment Management Program. Staff <br /> developed the WTMP Workload requirements for 1994-1995, based on the <br /> number of DEH and DEM systems to be inspected by June 30, 1995 . <br /> Estimates of the time required to conduct these inspections and <br /> additional duties for the new position demonstrate a need to hire an <br /> additional environmental health specialist by early December 1994 . <br /> These estimates were used to project milestones for critical tasks that <br /> must be accomplished by targeted completion dates. <br /> The new position is currently being classified by the Orange County <br /> Personnel Department and a budget amendment for Environmental Health <br /> has been prepared for the Budget Director. The approved fees will <br /> eventually provide sufficient revenue for the program to be self- <br /> sufficient. <br /> RECOMMENDATION(S) : The Manager recommends that the Plan of Action be <br /> approved and that a new, permanent environmental <br /> health specialist in the Health Department be <br /> established with effect from December 5, 1994 . <br />
