The staff's efforts to investigate grant funding for the <br /> Efland sewer project and others have shown that sources of <br /> grant funds and very low interest loan funding do exist. Those <br /> sources include Farmers' Home Administration (FmHA) loans and <br /> grants and state Clean Water Revolving Fund loans and high <br /> unit cost grants. Unfortunately, qualifying for these loans <br /> and grants require significant expenditures of funds for <br /> engineering studies and reports, environmental assessments, <br /> and even construction plan development. While the <br /> expenditures on engineering are basically prerequisites for <br /> qualifying for grant funds, they do not guarantee that grant <br /> funds will be awarded. <br /> REVISED OBJECTIVES <br /> OBJECTIVE 1 <br /> Evaluate the costs of sewer expansion, evaluate the impact - if <br /> any - of providing sewer service to the Buckhorn Road EDD on sewer <br /> system expansion, develop cost recovery strategies, pursue avail- <br /> able grant fund and revolving loan financing of sewer expansion. <br /> PLAN OF ACTION <br /> A. Create work group which will serve to study and make recom- <br /> mendations on the development of the Buckhorn Road EDD in <br /> November 1994. <br /> B. Buckhorn Road EDD work group takes recommendations to public <br /> hearing in February 1995. <br /> C. BOCC acts on Buckhorn Road EDD standards in April 1995. <br /> D. Staff update construction costs for all proposed phases of <br /> Efland sewer system, including provision of sewer service to <br /> Buckhorn Road EDD, and reports to BOCC in April 1995. <br /> E. Update all capital financing strategies, integrate grant fund <br /> scenarios and report to BOCC on potential capital recovery <br /> through sewer district tax, sewer rates and various assessment <br /> strategies which will include Buckhorn Road EDD in May 1995. <br /> F. Develop estimates for engineering costs for reports, environ- <br /> mental assessment, construction drawings and right-of- way <br /> acquisition for expansion of Efland sewer system for possible <br /> inclusion into budget process and report to BOCC in May 1995. <br /> G. Hire consulting engineer to provide engineering studies, <br /> environmental assessment, construction documents by September <br /> 1995.
