Triangle Region Solid Waste Planners Committee Household Hazardous Waste <br /> October 28, 1993 <br /> • Informing all personnel involved in site operations of the proper procedure during <br /> an emergency; <br /> • Providing first aid if necessary; <br /> • Identifying all personnel involved in site investigation with special medical <br /> problems; <br /> • Ensuring all monitoring equipment that may be used is properly maintained and <br /> in good operating order. <br /> MEDICAL PROGRAM <br /> Laidlaw has an established medical screening and health surveillance program for all of its <br /> employees who are engaged in hazardous materials work. All employees are required to <br /> participate in pre-placement and annual drug and alcohol testing also. This examination exceeds <br /> the requirements of 29 CFR 1910.120(f) for hazardous waste site operations and emergency <br /> response. <br /> TRAINING PROGRAM <br /> All personnel assigned to this project will have completed appropriate health and safety training <br /> in accordance with the OSHA standard in 29 CFR 1910.120(e). All field employees will receive <br /> a minimum of 40 hours classroom training and a minimum of three days of field experience <br /> under the direct supervision of a trained, experienced supervisor. The nature of the work <br /> assignments and potential site hazards may pose lesser degrees of risk that would require 40 <br /> hours of training. Laidlaw, nevertheless, requires a thorough and satisfactory level of safety <br /> awareness be achieved by all employees providing a more competent, flexible, and injury free <br /> workforce. <br /> PERSONAL PROTECTIVE EQUIPMENT <br /> Personal Protective Equipment (PPE) is necessary when handling hazardous materials to prevent <br /> skin contact with harmful substances. Normally, Laidlaw personnel will not be opening <br /> containers, so airborne exposures will be minimal. However, PPE is needed to protect persons <br /> from spills, broken containers and sharp objects. PPE that is to be worn by Laidlaw personnel <br /> are specified according to Health & Safety S.O.P's Examples of typical PPE which would be <br /> utilized at household hazardous waste collection programs are: <br /> • Persons Removing Waste From Cars or Pickup Trucks--Level II: <br /> - Chemical resistant (polyethylene coated type) coveralls <br /> Safety glasses with side shields <br /> - Chemical resistant gloves with outer leather or other puncture resistant <br /> gloves (optional) <br /> - Safety shoes <br /> Laidlaw Environmental Services <br /> 34 <br />
