Sample Household Hazardous Waste Health & Safety Plan <br /> Safety and Emergency Procedures <br /> INTRODUCTION <br /> The goal of a household hazardous waste collection program is to properly and safely package, <br /> transport and dispose of hazardous materials from personal households. These hazardous <br /> materials may include cleaning compounds, and cleaning solutions, solvents, paints and paint <br /> related substances, cosmetics, oil, hydraulic fluid and old car batteries, pesticides, herbicides <br /> and old medicines and many other types of substances. These substances may be potentially <br /> harmful and cause injury to persons or the environment. <br /> All work activities will be conducted following procedures that will minimize or eliminate the <br /> possibility of an injury-producing incident. This health and safety plan identifies certain work <br /> procedures and equipment that are used during the household hazardous waste collection <br /> projects. This plan may have to be changed or modified to accommodate special circumstances. <br /> As a part of the health and safety plan, an additional measure taken by Laidlaw to minimize the <br /> likelihood of environmental or personnel damage is the emergency response (contingency) plan. <br /> The plan details response actions for specific incidents that may occur during the work. These <br /> actions are designed to minimize the effect of an incident, to reduce the response time to an <br /> incident, and to provide steps to follow in case of an emergency. The contingency plan <br /> addresses general items common to each possible type of incident such as communications, <br /> emergency phone numbers, first aid, off-site services and emergency equipment. <br /> PUBLIC INFORMATION PROGRAM <br /> If the public information program conducted prior to the Clean-up Day is effective, it will reduce <br /> the potential for an unforeseen problem since participants will be better informed of instructions <br /> relating to the event. Information conveyed through a multi-media campaign will: <br /> • clearly describe what materials will be accepted at the event; <br /> • require prior notification to the County (and Laidlaw) for any material in a <br /> container larger than 5 gallons or a solid greater than 75 pounds; <br /> • stipulate that materials must be in secure, labelled containers; <br /> • encourage participants to wrap or contain materials properly before transporting <br /> them to the event; <br /> • make known that participants in the event are strictly limited to household <br /> residents bringing household waste from their home; <br /> • stipulate that small children and pets are not to be brought to the cleanup day. <br /> RESPONSIBILITIES <br /> The following personnel are responsible for various aspects of the health and safety plan and <br /> public safety during the project. <br /> Laidlaw Environmental Services <br /> 32 <br />
