Triangle Region Solid Waste Planners Committee Household Hazardous Waste <br /> October 28, 1993 <br /> IV. INSURANCE REQUIREMENTS <br /> Laidlaw offers TRSWPC significant liability protection. We provide the following standard <br /> insurance coverage: <br /> (a) Worker's Compensation - $1,000,000 or statutory; (b) Employer's Liability - $5,000,000 per <br /> occurrence; (c) General Liability (bodily injury and property damage) - $5,000,000 per <br /> occurrence, $10,000,000 annual aggregate combined single limit; (d) Automobile Liability - <br /> $5,000,00 per occurrence combined single limit; (e) Environmental Impairment Liability for <br /> sudden accidental occurrences, for LES Service's facility - $1,000,000 per occurrence, <br /> $2,000,000 annual aggregate; (f) MCS-90 Endorsement for hazardous materials transportation, <br /> including environmental restoration - $5,000,000. <br /> If awarded this program, LES would provide each local government with an Accord Form <br /> Certificate of Insurance showing coverages a, b, c and d above, naming the local government <br /> as additional insured with respect to general and automobile liability and noting the County's <br /> interest. <br /> If requested, Laidlaw is also able to provide TRSWPC with a performance bond at a very low <br /> cost of 0.9% of face value. This low bond premium reflects Laidlaw's financial strength and <br /> history of good contract performance. <br /> Insurance coverage and the performance bond are not the only liability protection Laidlaw <br /> provides. Laidlaw takes title to all materials we accept at the collection program. When <br /> material is processed at our Reidsville facility and shipped to final treatment, disposal, or <br /> recycling facilities, Laidlaw appears on manifests as the generator. Laidlaw even offers to <br /> indemnify TRSWPC local governments against our negligence and wrongdoing, without dollar <br /> limitation, backed by the full financial strength of the corporation. <br /> Finally, we offer the best protection of all - a,proven history of performing hundreds of <br /> household hazardous waste collections without incident or accident. <br /> Our legal staff carefully reviewed the insurance requirements contained in the TRSWPC request <br /> for proposal, and respectfully request that two changes be made: <br /> 1. Page 9, item C2 states that "original policies or certified copies of policies may be <br /> required by the local governments at any time." Our policies cover not only to <br /> household hazardous waste, but our other hazardous waste operations, Laidlaw Inc.'s <br /> solid waste and school bus operations.
