Statement of Personnel Qualifications <br /> The Project Director will have overall responsibility for the program and would serve as <br /> '1'RSWPC's principal point of contact. The proposed Project Directors are located at the <br /> geographically closest Laidlaw facility in the Triangle Region, and do not currently have <br /> other HHW contracts which would interfere with necessary oversight and attention to this <br /> TRSWPC project. A Project Manager is a senior Field Chemist with supervisory experience <br /> on at least three household hazardous waste programs. The Project Manager must have <br /> successfully completed OSHA 40 hour training as described in 29 CFR 1910.120. The <br /> Project Manager is responsible for overall site operation, supervision of all Laidlaw <br /> personnel, and interface with the client. Again, the personnel listed as possible Project <br /> Managers are located at the Reidsville facility and do not currently have responsibilities with <br /> other HHW contracts which would interfere with necessary oversight and attention to this <br /> project. <br /> All Chemists have a bachelor's degree in chemistry or a related science, and have <br /> successfully completed at least 24 hours of training as described in 29 CFR 1910.120. <br /> Chemists are responsible for handling, segregating, packaging, manifesting, labelling, and <br /> routing collected waste for recycling, treatment, or disposal at appropriate TSDR facilities. <br /> Chemical Technicians have, at a minimum, completed 24 hour EPA and OSHA training <br /> programs per 40 CFR 264.16 and 29 CFR 1910. Many of Laidlaw's Chemical Technicians <br /> have degrees or college level work in chemistry or related sciences. Chemical Technicians <br /> will work under the supervision of Chemists to unload cars, bulk materials, handle paints, <br /> and package wastes. Drivers must have an appropriate commercial license, two years <br /> verifiable over the road experience, prior hazardous materials experience, clear motor <br /> vehicle record including no license suspensions or court appearances for traffic violations, <br /> no drug or alcohol related dependencies, and a valid medical examiners certificate. Drivers <br /> complete the 24-hour OSHA training program and are qualified to assist Field Chemists. <br /> The Health and Safety Officer will be responsible for site safety at the collection location. <br /> Please see the list of personnel who may be assigned to work on this program. Before waste <br /> collections, personnel at the Reidsville facility will prepare vehicles and equipment. After <br /> the collection, Laidlaw staff will complete any necessary laboratory work, route waste for <br /> shipment to final recycling, treatment, or disposal, prepare documents necessary for <br /> shipment, and prepare follow-up reports.
