Triangle Region Solid Waste Planners Committee Household Oct Hazardous Waste
October 1993
to accomplish this is with the use of DOT shippable cubic yard boxes for disposing
of paint. These boxes which cost less than one drum, can accommodate 160 one-
gallon cans of paint; the equivalent of labpacking nine (9) 55-gallon drums (18 gals.
@ 55) or bulking three (3) 55-gallon drums (53 gals. per drum) - each of these
methods is extremely time consuming and labor intensive. Packaging paint cans in
this manner is much faster, cleaner, safer, neater and more cost efficient than bulking
or labpacking paint.
e. Useable Latex Paint In past collection programs, Laidlaw has been able to work
with local housing authorities to reduce disposal cost of latex paint. Counties can
collect all of the good pourable latex, for reuse by housing authorities or other local
recyclers.
f. Solvent Recycling Solvent recycling will be provided by Laidlaw during the collection
day program. As "fuels" (i.e. kerosene, gasoline, solvent, oil) are collected from
participants, t
hey will be carried to a separate, isolated, bulking tent where the materials will be bulked
into 55-gallon drums. By bulking this material as opposed to labpacking each individual
item, the cost reduction is tremendous.
g. Contract
The TRSWPC request for proposals did not contain a proposed agreement between
the contractor and either TRSWPC or individual local governments. Enclosed in the
Attachements section of this Proposal is Laidlaw's standard HHW Agreement. We
respectfully request that TRSWPC consider this document as the basis for any
contract.
Laidlaw Environmental Services
9
