Packaging paint cans in <br /> this manner is much faster, cleaner, safer, neater and more cost efficient than bulking <br /> or labpacking paint. <br /> e. Useable Latex Paint In past collection programs, Laidlaw has been able to work <br /> with local housing authorities to reduce disposal cost of latex paint. Counties can <br /> collect all of the good pourable latex, for reuse by housing authorities or other local <br /> recyclers. <br /> f. Solvent Recycling Solvent recycling will be provided by Laidlaw during the collection <br /> day program. As "fuels" (i.e. kerosene, gasoline, solvent, oil) are collected from <br /> participants, t <br /> hey will be carried to a separate, isolated, bulking tent where the materials will be bulked <br /> into 55-gallon drums. By bulking this material as opposed to labpacking each individual <br /> item, the cost reduction is tremendous. <br /> g. Contract <br /> The TRSWPC request for proposals did not contain a proposed agreement between <br /> the contractor and either TRSWPC or individual local governments. Enclosed in the <br /> Attachements section of this Proposal is Laidlaw's standard HHW Agreement.
