Consolidated loads can offer all the <br /> counties involved cost benefits as outlined in the pricing section of this proposal. <br /> 4. Comments and Suggestions <br /> Laidlaw offers the following comments or suggestions: <br /> a. Promotional Support Laidlaw Environmental Services pioneered promotional <br /> support for HHW collection program sponsors. Laidlaw developed and has available <br /> the following support materials at no charge: hats, 11"x 17" posters flyers, T-shirts, <br /> thank-you flyer for participants which describes how collected materials will be <br /> handled, speakers for schools or community groups, and slides. <br /> b. Conditionally Exempt and Small Quantity Generators Laidlaw recognizes that small <br /> quantity generators and conditionally exempt generators may face difficulties <br /> managing their hazardous wastes in a cost effective, environmentally sound manner. <br /> If awarded this contract, Laidlaw is prepared to implement a "milk run" program for <br /> small businesses, schools, farmers, and local government agencies. At least once each <br /> quarter during this program, participants could have their hazardous waste collected, <br /> packaged, transported, and disposed of by Laidlaw. Materials would be packaged at <br /> the generator's site and transported for disposal and there would be no minimum <br /> billing or quantity restriction for this service - a significant savings for small <br /> generators. Participants would be required to contact Laidlaw in advance to <br /> complete any necessary waste analysis, regulatory, and billing arrangements. <br /> Individual participants would be separately invoiced for their waste and there would <br /> be no charge to the individual county for this program. <br /> c. Recycling The following materials may be recycled and are described in detail <br /> elsewhere in this proposal: motor oil, lead-acid batteries, nickel-cadmium batteries, <br /> latex paint, solvent, mercury, usable products collected for the authority. <br /> One of the largest waste streams being put into municipal landfills is presently <br /> cardboard and paper products. Cardboard and paper products can be separated on <br /> the collection site then donated or sold, by the county, to paper recyclers thereby <br /> eliminating any unnecessary material in the local landfill. In past programs sponsors <br /> of HHW programs have a separate dumpster on site and cardboard boxes and paper. <br /> d. Cubic Yard Boxes Laidlaw Environmental Services (TS), Inc. takes pride in finding <br /> alternative approaches to reduce the cost and liability of HHW programs.
