Triangle Region Solid Waste Planners Committee Household Hazardous Waste
October 28, 1993
and concepts have been incorporated into regulations governing personnel training. The
training we provide for non-Laidlaw personnel meets the same high standards as that
offered to our own employees. Training would be under the supervision of Mr. Joe Wynne.
Mr. Wynne's qualifications are included in the Personnel section of this proposal. We
recommend that'1'RSWPC personnel training be divided into two modules, described below.
This approach allows individual local governments to take advantage of any hazardous
materials training which personnel may have already completed. For example, a qualified
hazardous materials technician with the local fire department may not need Module 1, and
would complete Module 2 in order to become familiar with specific requirements related
to the household hazardous waste program. We believe that this approach will be more cost
effective than a "one size fits all" approach.
Module 1 Safety Related To Waste Management - 8 Hrs
Chemical Hazards/Toxicology
Spill Management
Use of Fire Extinguishers
Emergency Equipment
Decontamination
General Safe Work Practices
Accident Prevention
Personal Protective Equipment for HHW Handlers
Module 2 Regulatory Requirements for Management - 8 Hrs
DOT Standards for Hazardous Materials
Identification of DOT chemical hazard classes
Fingerprint analysis
Containerization of hazardous materials
Labeling
Marking
EPA standards for Hazardous Wastes
Storage
Disposal
Recordkeeping
Chemical Segregation
Consolidation of Materials Into Single Container (Bulking)
Container Contents Sheets & Other Forms
'1'RSWPC personnel could be trained either as a single group, or in smaller groups for each
individual local government. Training in a single group is recommended both for cost
efficiency and to assure familiarity and continuity between personnel from different
Laidlaw Environmental Services
4
