We <br /> would also review specific building and fire codes for each juristiction. The site layouts <br /> included with Addendum #2 are very helpful. Distance to property lines and other <br /> occupied buildings, as well as surrounding property uses, helps to determine factors such as <br /> fire wall ratings and explosion venting panels. Once applicable codes were identified, LES <br /> would make recommendations on the size of the prefabricated building, type and number <br /> of exterior doors, ramps, interior dividing walls, internal and possible external secondary <br /> containment, shelving, electrical requirements, lighting, fire detection and suppression <br /> systems, ventilation system, heating and air conditioning requirements, and other types of <br /> equipment. LES would be able to assist individual local governments with evaluation of <br /> environmental concerns regarding the placement of the collection unti at each designated <br /> permitted solid waste facility. Traffic lanes, parking areas, site preparation, exterior work <br /> areas, and ancillary facilities such as restrooms, office space, etc. would be included in these <br /> site specific evaluations. We would also make recommendations on expendable and non- <br /> expendable supplies and equipment which would he necessary or desireable for operation <br /> of the facilities. If requested by the TRSWP members, LES could assist with developing bid <br /> specifications, then evaluate bids provided by various building and equipment vendors and <br /> make recommendations as to the best and most cost effective proposal. <br /> Site specific safety and contingency plans must be prepared for each of the permanent <br /> facilities. These plans outline the potential interaction between facility operators and local <br /> emergency response officials. LES will work with local governments and community groups <br /> such as police and fire departments to educate them about the facility and their potential <br /> involvement. <br /> Finally, LES would assist, upon request, individual local governments in obtaining necessary <br /> permits to operate the facilities. <br /> LES has successfully completed each of the tasks outlined above for permanent HHW <br /> programs. Permanent program references were included with the Statement of Qualification <br /> previously submitted to TRSWPC. <br /> b. Training Local Government Personnel <br /> This program requires the successful contractor to establish and maintain a training program <br /> for local government personnel to enable designated personnel to receive waste and intially <br /> handle waste in a safe, environmentally sound manner and to work in conjunction with the <br /> contractor's requirements and waste handling methods, and to comply with applicable North <br /> Carolina, Federal, and local regulations.
