Addendum #2 <br /> Page 2 <br /> Q: What entails a good faith effort concerning the waiver of Minority/Women Business <br /> Enterprise requirements? <br /> A: In the Minority/Women/Disadvantaged Business Enterprise requirements for <br /> Durham County, City of Durham, and Town of Chapel Hill there exists forms for <br /> which the bidders record their efforts to address the specific requirements for the <br /> applicable jurisdictions. Meeting these requirements of the jurisdictions are of the <br /> utmost importance. If further questions arise concerning these requirements, it is <br /> advised that the applicable jurisdictions be contacted by first calling the individual <br /> contact persons listed earlier in this Addendum. An updated policy of City of <br /> Durham Disadvantaged Business Enterprises has been attached to this Addendum. <br /> Q: Who owns the land where the facilities will be located? <br /> A: Wake County -- at North Wake Landfill; Chatham County -- at <br /> and Inert Debris Landfill; City of Durham -- at transfer station; Chapel Hll -- at <br /> Orange County Landfill, deed of which is in name of Chapel Hill. <br /> Q: Will the buildings be leased? <br /> A: Each jurisdiction will construct its own buildings and welcomes guidance and <br /> technical assistance from the contractor. The jurisdictions are working toward as <br /> much uniformity as possible in their structures and may undertake a joint purchase. <br /> Q: How may employees will the contractor have to train, and to what level? <br /> A: Wake County -- probably 3 people, but may decide to contract out this work; <br /> Orange County -- probably 3 people; Chatham County -- probably 2 or 3 people; <br /> Durham County -- 3 or 4 people. Contractor recommendations are sought on the <br /> number and on the level of training especially on whether it would be better to train <br /> employees from scratch or use people who already have haz mat training. Durham <br /> will probably use people who already have some training. Contractor <br /> recommendations are sought on whether it would be more efficient to train <br /> everybody together. Wake and Durham plan to be open twice a month, and Orange <br /> and Chatham plan to be open once a month. <br /> Q: Are there any restrictions on who can be used as a subcontractor? <br /> A: Not if the subcontractor is permitted. <br />
