ii
Addendum #2;
Page 3
II. Chem Waste - represented by James Love
Q: What about electricity and water at the four proposed sites?
A: (1) Orange County has electricity; (2) Wake County has electricity and water
from the City of Raleigh waterline; (3) City of Durham will have electricity and
water; (4) Chatham County will have electricity and water July 1, 1994; and (5) If
County of Durham builds a site in the future it will probably be at their convenience
center/water treatment plant which has electricity and water.
Q: Will compressed gas (i.e. propane gas cylinders) be accepted?
A: Please provide additional unit prices for household hazardous wastes that you feel
your firm can safely handle and dispose of that are not listed in the RFP.
Q: What about restrictions or limits on intermediate and temporary storage facilities?
A: TRSWPC is not concerned with that kind of arrangement if the regulatory
compliance' record is provided and a hazardous waste storage permit exists for the
proposed facilities. Through an annual report, TRSWPC will closely track all waste
to be recycled or disposed and reserves the right to, at any time, inquire of the status
of any waste that leaves its facilities to be recycled or disposed of during the term of
the contract. TRSWPC does stress that special consideration will be given to
facilities that recycle over facilities that bury or incinerate. Of course, associated
costs of different methods will also be considered.
Q: What days will each facility be open and will the Contractor have to be there during
the actual collection day?
A: Ideally, each facility would be open one or two Saturdays per month. If a
jurisdiction decides to have its own staff onsite during the collection day after they
are properly trained then the contractor would not he required to be there during
that time; If a specific jurisdiction chooses a"turn key" approach, then the contractor
would have to be present on the specified collection days.Jurisdictions may share the
facilities with one another so alternate proposals from bidders due to possible more
cost-effective collection scheduling will be welcome.
Q: Does the reference to "hazardous waste" on page 4 of the REP regarding transportation
refer to household hazardous waste?
A: Yes.
