ability to meet time requirements, principals assigned to the project and <br /> understanding of the work to be performed. Based on the results of the preliminary <br /> evaluation, the highest rated Proposer will be invited to negotiate a proposed <br /> contract to include any changes deemed to be in the best interest of the local <br /> governments. If a satisfactory proposed contract cannot be negotiated with the <br /> highest qualified Proposer, negotiations will be formally terminated. Negotiations <br /> shall then be undertaken with the second most qualified Proposer and so on until a <br /> Contractor is selected. <br /> Each proposal will be evaluated in accordance with the criteria set forth below: <br /> A. Qualifications of the Proposer to perform the services based on rior <br /> experiences with household hazardous waste handling and disposal. p <br /> B. Qualifications of the Proposer to perform the services based on qualifications <br /> of personnel selected to perform same and overall level of effort. <br /> C. Proposal responsiveness to Section 11, "Tasks to be Performed." <br /> D. Details of the approach and methodology, <br /> E. Work plan, project organization and management. <br /> F. Reasonableness of the cost. <br /> C. The demonstration that there is a financial advantage to each county due to <br /> a cooperative effort. <br /> H. Safety plan and safety record. <br /> 1.
