Based on the results of the preliminary <br /> evaluation, the highest rated Proposer will be invited to negotiate a proposed <br /> contract to include any changes deemed to be in the best interest of the local <br /> governments. If a satisfactory proposed contract cannot be negotiated with the <br /> highest qualified Proposer, negotiations will be formally terminated.
