• <br /> prefabricated unit, delivered pre-assembled to meet TRSWPC <br /> , specifications. Various options and design features will be available <br /> • with this unit. The Contractor will be expected to assist TRSWPC in <br /> determining the needed and desirable options for these units and to <br /> assist in establishing the interior lay out regarding the receiving area, <br /> bulking/packaging area, and storage area. <br /> 2. Safety requirements must be thoroughly investigated and planned for. <br /> The Contractor must assist the local governments in working with <br /> community groups, i.e., police and fire personnel, to educate them <br /> about the facility and their potential involvement. <br /> 3. The Contractor shall assist, upon request of individual local <br /> governments, in evaluating environmental concerns regarding the <br /> placement of the collection unit at each designated permitted solid <br /> waste facility. <br /> 4. The Contractor assist, upon request of individual local <br /> governments, in obtaining necessary permits to operate the facilities. <br /> B. Training of Local Government Personnel <br /> 1. The Contractor must establish and maintain a training program for <br /> 's , ` local government personnel to enable personnel to receive waste and <br /> initially handle waste in a safe, environmentally sound manner to work <br /> in conjunction with the Contractor's requirements and waste handling <br /> i,:;° methods and to comply with all State, Federal, and local regulations. <br /> 2. At minimum, the training program must include: <br /> a. Familiarization of local government personnel with any record <br /> sheets to he used, with emphasis on the importance <br /> completeness and accuracy of records; <br /> b. introduction to the categorization scheme: how to determine <br /> which of the hazard categories a known waste will fall into; <br /> c. Training in emergency procedures including, but not limited to, <br /> the use of eyewash, fire extinguisher and spill containment <br /> materials; <br /> d. Training in basic methods of prevention of accidents on site; <br /> e. Training to emphasize the prohibition of eating, drinking and <br /> 3 <br />
