The Contractor shall include the provisions of the foregoing paragraphs A, B, and C in every subcontract or purchase order over $10,000 so that the provisions will be binding upon each sub-contractor or vendor. D. The Contractor must meet all Minority, Women, and Disadvantaged Business Enterprise requirements which apply to the City of Durham, the County of Durham, and the Town of Chapel Hill (see Attachment A). I• DESCRIPTION OF THE PROJECT The purpose of this Request for Proposal (RFP) is to solicit proposals from qualified Contractors to service one (1) permanent household hazardous waste collection site in each of the four counties: Chatham, Durham, Orange and Wake. The Chatham and Orange County facilities would operate once per month and the Wake and Durham County facilities would operate twice per month. This service will involve: (1) identifying, with TRSWPC, the equipment, building and layout necessary to • operate each collection facility; (2) training of local government personnel to allow for the receipt and preliminary segregation of waste; and (3) Contractor classification, packaging, transportation and disposal of received household hazardous waste on an as needed basis. Each collection facility will be operated for limited hours within the established operating hours of the solid waste disposal facilities where they will be located. Waste collected will he disposed of through treatment and recycling or through incineration or landfilling as a last resort. The Contractor must agree to act as the generator and is responsible for keeping accurate records of waste received and for completing all pertinent legal documentation, including, but not limited to, the Uniform Manifest and DOT shipping papers. Copies of these records will be provided to each participating local government. The Contractor must he experienced with household hazardous waste handling and disposal and/or be a licensed treatment, storage, and disposal (TSD) facility.
