• <br /> or regulation shall be deemed sufficient for the purpose of meeting the requirements <br /> of this Section. <br /> The Contractor shall include the provisions of the foregoing paragraphs A, B, and <br /> C in every subcontract or purchase order over $10,000 so that the provisions will be <br /> binding upon each sub-contractor or vendor. <br /> D. The Contractor must meet all Minority, Women, and Disadvantaged Business <br /> Enterprise requirements which apply to the City of Durham, the County of Durham, <br /> and the Town of Chapel Hill (see Attachment A). <br /> I• DESCRIPTION OF THE PROJECT <br /> The purpose of this Request for Proposal (RFP) is to solicit proposals from qualified <br /> Contractors to service one (1) permanent household hazardous waste collection site <br /> in each of the four counties: Chatham, Durham, Orange and Wake. The Chatham <br /> and Orange County facilities would operate once per month and the Wake and <br /> Durham County facilities would operate twice per month. This service will involve: <br /> (1) identifying, with TRSWPC, the equipment, building and layout necessary to <br /> • operate each collection facility; (2) training of local government personnel to allow <br /> for the receipt and preliminary segregation of waste; and (3) Contractor classification, <br /> packaging, transportation and disposal of received household hazardous waste on an <br /> as needed basis. Each collection facility will be operated for limited hours within the <br /> established operating hours of the solid waste disposal facilities where they will be <br /> located. Waste collected will he disposed of through treatment and recycling or <br /> through incineration or landfilling as a last resort. The Contractor must agree to act <br /> as the generator and is responsible for keeping accurate records of waste received <br /> and for completing all pertinent legal documentation, including, but not limited to, <br /> the Uniform Manifest and DOT shipping papers. Copies of these records will be <br /> provided to each participating local government. <br /> The Contractor must he experienced with household hazardous waste handling and <br /> disposal and/or be a licensed treatment, storage, and disposal (TSD) facility. <br /> For population and waste generation for counties see Table 1, page 11. <br /> For further information regarding this project see Attachment 13 - TRSWPC "A <br /> Proposal for Regionally Coordinated Household Hazardous Waste Programs in <br /> Chatham, Durham, Orange, and Wake Counties - March 1993." <br /> II.
