Please ensure that this original reaches the <br /> appropriate storage place. <br /> I have also enclosed a survey designed to help me understand everyone's priori- <br /> ties for this project. I would appreciate having your comments. <br /> Regarding progress, I have been working hard during the last month to facilitate <br /> preparation of the permit applications. To help ease the burden on each county, <br /> I have drafted some generic application materials that can be modified as <br /> needed by adding site-specific information. The county representatives and I <br /> have made good progress on both the operational plans and the environmental <br /> assessments. However, while working on these application materials, I discov- <br /> ered a number of unresolved issues affecting both facility design and operations. <br /> Many of these issues could not be resolved without extensive discussions with <br /> Laidlaw, so I arranged a two-day meeting (including site visits) with a team of <br /> staff members from Laidlaw. Many of the questions were resolved at that time <br /> or in subsequent conversations, and we have since been working to incorporate <br /> the results into the application materials. One significant remaining piece, involv- <br /> ing preparation of conceptual designs and preliminary drawings for the facilities, <br /> had to be referred to an engineering firm. Bids were solicited and a firm was <br /> chosen, and their work should begin as soon as we can issue the required <br /> purchase orders and arrange a kick-off meeting.
