1
ORANGE COUNTY
BOARD OF COMMISSIONERS
Action Agenda
Item No Naltr.--a,
ACTION AGENDA ITEM ABSTRACT
Meeting Date: October 18, 1994
SUBJECT: Household Hazardous Waste Collection Agreement
DEPARTMENT: Public Works PUBLIC HEARING YES NO x
ATTACHMENT(S) : INFORMATION CONTACT
HHW Collection Agreement Wilbert McAdoo, ext 2625
(under separate cover) TELEPHONE NUMBER
Hillsborough 732-8181
Chapel Hill 968-4501
Mebane 227-2031
Durham 688-7331
PURPOSE: To consider approving an agreement with Laidlaw Environmental
Services for collection and disposal of household hazardous wastes.
BACKGROUND: At the regular meeting on June 28, 1994, the Board approved
two interlocal agreements pertaining to collection and disposal of
household hazardous waste (HHW) . The first agreement is for a
regional household hazardous waste program that involves Orange,
Chatham, Wake, and Durham Counties, the City of Durham, and the Towns
of Carrboro and Chapel Hill. The second agreement is between these
seven local government jurisdictions and the Triangle J Council of
Governments, which will administer the regional HHW program.
Each of the seven jurisdictions is a prospective party to a third
agreement, presented under separate cover from this abstract, with
Laidlaw Environmental Services. Representatives of the participating
jurisdictions selected Laidlaw in FY 1993-94 pursuant to a Request for
Proposals process for a single contractor for HHW collection and
disposal. Funding for Orange County' s share of the HHW program is
included in the 1994-95 Landfill operating budget administered by
the Town of Chapel Hill.
RECOMMENDATION: The Manager recommends that the Board approve the
agreement with Laidlaw and authorize the Chair to sign.
