BACKGROUND: 2 <br /> In the attached memorandum of December 1, 1993, the Orange County Board <br /> of Health recommended that the Orange County Board of Commissioners <br /> establish a Healthy Carolinians 2000 Task Force for Orange County. <br /> This recommendation was based on the attached report of the Governor's <br /> Task Force on Health Objectives for the Year 2000, which called on <br /> Health Departments to establish local community task forces to carry <br /> out the purposes mentioned above. This proposal also relates to the <br /> commissioner's goal to: <br /> "Develop a consumer empowerment mechanism for human services to <br /> improve the human services delivery system by incorporating <br /> citizen input into program planning and evaluation. " <br /> The establishment of an Orange County Healthy Carolinians 2000 Task <br /> Force was rekindled following a joint conference of Health Directors <br /> and Hospitals Administrators convened by the UNC School of Public <br /> Health. Eric Munson, Executive Director of UNC Hospitals, expressed <br /> his interest in participating in a community assessment process. In a <br /> subsequent meeting which included Moses Carey Jr. , the Hospital <br /> Association community assessment approach was compared with the Healthy <br /> Carolinians 2000 approach and the latter was preferred. Mr. Carey <br /> recommended that the Board of Health nominate a task force for <br /> appointment by the Board of Commissioners. <br /> The Orange County Board of Health has reviewed and revised the attached <br /> list of proposed nominees based upon organizations whose input and <br /> involvement, from both a provider and consumer viewpoint, would be <br /> important to an effective outcome. The Health Department is prepared <br /> to play a supportive role in convening the initial meeting, but <br /> recommends that the leadership for ongoing activities be determined by <br /> the task force itself, once appointed. <br /> The attached map shows that 20 counties have already established local <br /> task forces. The aim of the Board of Health is for the Orange County <br /> Task Force to be appointed and convened in early November in time for <br /> the leadership to attend the Third Annual Conference of Healthy <br /> Carolinians 2000 program, November 14-15, 1994 . <br /> RECOMMENDATION(S) : The Manager recommends that the Board of <br /> Commissioners endorse the establishment of the <br /> Orange County Healthy Carolinians 2000 Task Force <br /> and appoint nominees as recommended by the Orange <br /> County Board of Health. <br />
