<br /> Project Description: Widen and upgrade existing facility to a five-lane cross section, including
<br /> replacement of the Norfolk-Southern Railway bridges. Project is to include bicycle and
<br /> pedestrian features as deemed appropriate by the City and State. Project length is 1 mile.
<br /> ProjectJustification: The 1992 Average Daily Traffic (ALT) Count is 18,800 vehicles per day
<br /> (vpd) and the capacity of this segment is 15,000 vpd. The project is a high priority
<br /> implementation measure of the "East Central Durham Plan". Intersections at NC 147, Liberty
<br /> Street, Angier Avenue, Holloway Street, and Main Street areNos.8, 15, 19, 38, and 49,
<br /> respectively, on the City's highest accident location report. This is the major access
<br /> route to N.C. Central University from 1-85. .
