Also, when the Board of Commissioners approved the Ecancmic Development <br /> 3 Districts proposals, the issue of the approval for each proposal was discussed. <br /> 4 The proposals for how to approve the Special Use Permits, Site Plans, Subdivision, <br /> 5 and Planned Development were presented. <br /> 6 <br /> 7 QUESTIONS AND/OR COMMENTS FROM THE BOARD OF COMMISSIONERS AND PLANNING BOARD. <br /> 8 <br /> 9 Commissioner Gordon stated that her understanding was that these proposals <br /> 10 were not intended to remove oversight of large projects from the Board of <br /> 11 Commissioners. She felt it was important for elected officials to have that <br /> 12 oversight. <br /> 13 <br /> 14 OUESZTIONS AND/OR COMMENTS FROM CITIZENS <br /> 15 <br /> 16 Bill Clayton, an Orange County citizen, stated that he was in favor of <br /> zing.ing. However, he request that this area remaining in residential zoning. • <br /> 18 <br /> 19 R.L. Clayton, an Orange County resident, spoke in apposition to this <br /> 20 rezoning. She requested that it remain residential and all that future landowners <br /> 21 be alerted to the fact that it will remain residential. She feels that rezoning <br /> 22 this land will devalue her investment. <br /> 23 <br /> 24 Frankie Baker, an Orange County resident and mobile have park owner, <br /> 25 requested that his entire property be zoned either residential or commercial. He <br /> 26 telt that it would place a financial burden on,him to have part of it zoned <br /> 27 commercial and .the remainder rder zoned residential. <br /> 28 <br /> 29 Chair Waddell suggested that Mr. Baker meet with Mr. Collins to clarify his <br /> 30 concerns and to submit futther caments in writing. <br /> 31 <br /> 32 R.L. Clayton requested clarification an the 100 foot buffer and the 30' <br /> 33 D.O.T. buffer. Mr. Collin-c indicated that if the property owner would suffer a <br /> 34 hardship with the 100' foot buffer they have the right to use the Planned <br /> 35 Development Process as long as the intent of this district is not abandoned. <br /> 36 <br /> 37 Commissioner Willhoit indicated that the most significant effect an the land <br /> 38 occurs at the time of the zoning and during the subdivision dpprdval process and <br /> 39 in what the ordinance contains in terms of permitted uses. The individual <br /> 40 specific development proposals should be directed by the design manual and the <br /> 41 design standards. It should not make any difference if staff or the Board of <br /> 42 Commissioners are interpreting it. The autocue should be the same. When 500 <br /> 43 acres is developed, either by a series of small steps or by a large step, the <br /> 44 outcome would then be as prescribed. The developers have stated that the length <br /> 45 of time necessary for the process is an important factor in the cost of the <br /> 46 process. They have requested predictability. <br /> 47 <br /> 48 A motion was made by Commissioner Gordon, seconded by Catrrdssicmer <br /> 49 Halkiotis, to refer these items to the Planning Board for a recd eendation to be <br /> 50 returned to the Board of Commissioners no sooner than October 5, 1994. <br /> 51 VOTE: UNANIMOUS <br /> 52 <br /> 1053 2.
