PROJECT DESCRIPTION: (Include qualifications of project personnel and timetable of activities. <br /> Attach extra sheets, if necessary.) <br /> Orange County has received a 1994 CLG Survey& Planning Grant for the purpose of preparing <br /> a Historic Preservation Plan.As part of the Project Schedule (attached),a series of Plan Elements <br /> are to be prepared prior to development of a Historic Preservation Plan. The elements include the <br /> following: <br /> • Element One - Resource Identification <br /> • Element Two - Goals & Objectives <br /> • Element Three - Tools & Techniques <br /> Each of these elements is summarized on the attached schedule. The proposed project for which <br /> grant funds are requested includes the preparation of a series of slide-tape programs which <br /> correspond to these elements. The programs are to be used for presentation of basic information <br /> at community and civic group meetings as well as public hearings (continued on following page). <br /> 7. JUSTIFICATION OF PROJECT: Explain briefly how this project relates to the responsibilities <br /> or goals of your organization. <br /> The preparation of a Historic Preservation Plan is a"first"for Orange County, and the plan would <br /> be a very significant part of the County's overall Comprehensive Plan. As such, both the Historic <br /> Preservation Commission and the Board of Commissioners wish to educate the citizenry <br /> concerning the existence of the County's historic resources as well as seek its input in developing <br /> the Plan. <br /> The citizen participation process is considered critical to the success of the Historic Preservation <br /> Plan project and is not without precedent. Prior to 1981, when the County's Land Use Plan was <br /> adopted, an extensive effort was made to define goals and objectives for each of the seven <br /> townships. These goals and objectives were then consolidated into a single set which were used <br /> in developing the Land Use Plan.
