This bid <br /> opening date falls too close to the BOCC' s October 5th <br /> meeting for staff to adequately evaluate the bids and <br /> provide information to the Board for its consideration in <br /> making a bid award during that meeting. However, since the <br /> pump and haul permit for Northern expires on October 31st, <br /> it is necessary for the work be commenced as soon as <br /> possible. Time constraints on both Environmental Health <br /> staff and the County Engineer have precluded the <br /> development of detailed plans and specifications prior to <br /> this time. The estimated construction time necessary for <br /> this project to become operational is three weeks. Project <br /> cleanup would take another week. <br /> The present policy of the BOCC authorizes the Purchasing <br /> Director to approve work up to a contract price of $20,000. <br /> Formal BOCC action is required by state statute to award <br /> construction contracts in excess of $50,000. Since the <br /> estimated project cost for the septic system is <br /> approximately $35,000, BOCC action is not statutorily <br /> required. If the BOCC choses to allow delegation of this <br />
