4 <br /> 1. To expend the funds in accordance with its grant <br /> application filed with the Division of Emergency <br /> Management on the 28th day of <br /> July , 1994 , and dated the <br /> 28th day of July , 1994, and <br /> in compliance with all applicable federal rules and <br /> regulations; <br /> 2. To maintain accounting records and receipts for the <br /> purpose of an audit to prove expenditure of the funds <br /> pursuant to the grant application submitted by <br /> Orange County on the 28th day <br /> of July , 1994; <br /> 3 . To maintain these accounting records for a period of <br /> 3 years and to submit to any audit upon <br /> request by the Division of Emergency Management; and <br /> 4 . To repay to the Division of Emergency Management any <br /> funds not spent as agreed to herein. <br /> 5. To comply with all applicable provisions of federal, <br /> state, and local laws, regulations, and DOT <br /> directives. The county agrees and understands that <br /> federal laws, regulations, policies and related <br /> administrative, practices in force and made applicable <br /> to this grant on the date of execution may be modified <br /> from time to time and that the most recent of such <br /> provisions will govern the administration of this <br /> grant. <br />
