" <br /> WHEREAS, OWASA provides wastewater collection, pumping, <br /> treatment and disposal services for the Chapel Hill-Carrboro <br /> community and surrounding area; and <br /> WHEREAS, the COUNTY has applied to the State of North <br /> Carolina for a grant through the North Carolina Clean Water <br /> Revolving Loan and Grant Act of 1987 (hereafter "State Grant" ) <br /> for the design, construction and payment of fees associated with <br /> repair of the existing Piney Mountain Subdivision wastewater <br /> force main collection system, including individual home ceptic <br /> tank effluent pump syetemc (hereafter "STEP syctems" ) , and the <br /> development of a new wastewater pumping facility and force main <br /> connecting the Subdivision collection system (hereafter all <br /> 1 <br />
