A <br /> ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: September 6, 1994 <br /> SUBJECT: Request to Appoint an Animal Cruelty Investigator <br /> DEPARTMENT: County Manager PUBLIC HEARING YES: NO: X <br /> ATTACHMENT(S) : INFORMATION CONTACT: Albert Kittrell <br /> TELEPHONE NUMBER- <br /> Hillsborough -732-8181 <br /> Chapel Hill -968-4501 <br /> Mebane -227-2031 <br /> Durham -688-7331 <br /> PURPOSE: To consider a request to appoint an animal cruelty <br /> investigator. <br /> BACKGROUND: The Orange County Animal Protection Society has <br /> requested that the Board appoint a County Animal Cruelty <br /> Investigator under N.C.G.S. 19A. The APS has identified <br /> a person on their staff to perform the ACI duties. The <br /> designation would not require APS to request additional <br /> funding from the County for this initiative. <br /> N.C.G.S. 19A provides a civil remedy for the protection <br /> and humane treatment of animals in addition to any <br /> criminal remedies that are available. The Board is <br /> authorized to appoint one or more animal cruelty <br /> investigators to serve without any compensation or other <br /> employee benefits. The appointment shall be for a one- <br /> year term subject to removal for cause by the board. <br /> Currently, the APS and the Animal Control Division of <br /> the County Health Department perform animal cruelty <br /> investigations under N.C.G.S 14-360 which provides for <br /> criminal remedies. The appointment of an animal cruelty <br /> investigator would make cruelty investigations more <br /> efficient. <br /> APS representatives will be present to answer questions <br /> and explain how the program would be implemented. <br />
