The roadway <br /> shoulders in this area have been traditionally used for <br /> parking by visitors, hikers, etc. , accessing several trails <br /> through this section of the forest. DOT's decision to <br /> prohibit parking has inconvenienced and irritated a number <br /> of individuals who had used the parking when visiting Duke <br /> Forest. Some of these individuals became involved in an <br /> effort to convince DOT to allow the on-shoulder parking to <br /> continue. In response to their efforts, DOT has decided to <br /> allow continued on-shoulder parking on the side of <br /> Whitfield Road adjacent to the forest and to prohibit <br /> parking along the opposite shoulder. <br /> RECOMMENDATION: The Manager recommends that the Board receive the <br /> report as information. <br />
