Department of Agriculture Food and Drug <br /> Protection Division, I investigated a non. conforming solid waste <br /> disposal site on property owned by you in :Orange County, North <br /> Carolina, Orange County Tax PIN No. 9886-71-3942 . The inspection <br /> revealed that wastes generated by your greenhouse operation have <br /> been disposed of in two trenches on this property. Wastes <br /> observed in these pits included plastic pots, sheeting, cell- <br /> packs, and flats; plants; soilless media; bags of garbage; wood; <br /> corrugated cardboard; plastic motor oil containers; and plastic <br /> and paper pesticide containers. <br /> The open dumping of wastes on this property constitutes a <br /> violation of the North Carolina Solid Waste Management Rules, <br /> codified at 15A N.C. Admin. Code 13B; specifically: <br /> 15A N.C. Admin. Code 13B .0201(a) states that no <br /> person shall establish, or allow to be established on <br /> his land, a solid waste management facility, or <br /> otherwise treat, store, or dispose .of solid waste <br /> unless a permit for the facility has been obtained from <br /> the Division." <br /> You are in violation of 25A N.C. Admin.
