Ell' 39 <br /> engineer's recommendation regarding the trees on <br /> the dam and that of Paul Thames, County Engineer. <br /> Cameron responded that Mr. Thames had spoken <br /> with the project engineer and had told him <br /> that if he could get an expert opinion that the <br /> trees should remain, then they could remain. <br /> A letter has been received from an arborist <br /> recommending that the trees remain. The root <br /> systems of the trees are a major part of the dam. <br /> If the trees are cut and the stumps left, the <br /> stumps will rot and destroy the dam. The <br /> arborist did indicate that pruning might be <br /> useful to reduce wind resistance. <br /> VOTE: Unanimous. <br /> (2) New Hope Springs, Section Two <br /> (26 Lots - Chapel Hill Township) <br /> Presentation by Emily Cameron. <br /> The property is located in Chapel Hill Township <br /> on the south side of Davis Road (SR 1129) at the <br /> end of Hope Valley Drive and New Hope Springs <br /> Drive. It is zoned Residential-1. Adjacent land <br /> use is residential. <br /> The Final Plat of New Hope Springs, Section One <br /> Phase B was approved in October. Section One <br /> contains 28 1+ acre lots served by public roads <br /> and individual wells and septic tanks. The <br /> subdivision has two entrances on Davis Road. <br /> In Section Two, 26 lots are proposed that <br /> average 1. 12 acres in size and will be served by <br /> extensions of public roads in Section One, and <br /> new public roads. Each lot will have individual <br /> wells and septic tanks. The irregular <br /> configuration of lots 28 and 29 is based on the <br /> location of soils suitable for subsurface sewage <br /> disposal. <br /> The NC Department of Transportation has reviewed <br /> the Preliminary Plan and will require that a <br /> temporary turnaround be shown at the end of New <br /> Hope Springs Drive between Phases C and D. A <br /> stubout to the eastern property line was required <br /> as a condition of approval of the Concept Plan. <br /> The County will accept the dedication of the <br /> right-of-way without maintenance responsibility <br /> so that it will be available for future <br /> development if the property to the east is <br /> subdivided. <br />
