The mobile home park west of Wyngate <br /> Lakes is developed at a density of 2 .5 units per <br /> acre; therefore, a 50-foot buffer is applied <br /> along the subdivision boundary. <br /> Lot 2 contains three to five graves circa the <br /> 1860 's, one of which has a marker placed in the <br /> last twenty years. The extent of the cemetery <br /> was flagged by an archaeologist and surveyed in <br /> order to locate the easement shown on the <br /> Preliminary Plat. A 15-foot private pedestrian <br /> access easement is shown to allow access to the <br /> cemetery. <br /> During review and following approval of the <br /> Concept Plan in December of 1993, the Erosion <br /> Control Supervisor, the County Engineer, and the <br /> project engineer assessed the condition of the <br /> existing dam on the south side of the lake. The <br /> project engineer's report is an attachment to <br /> these minutes on pages . Recommendations <br /> for improving the safe operation of the dam are <br /> included in the Resolution as conditions of <br /> approval. Work required on the dam must be <br /> completed or guaranteed prior to Final Plat <br /> approval, in the same manner as road <br /> construction. <br /> The homeowners association will be responsible <br /> for the continued inspection and maintenance of <br /> the dam. Restrictive covenants have been <br /> submitted which include provisions for <br /> assessments, inspection, and maintenance. <br /> The Planning Staff recommends approval of the <br /> Preliminary Plan for Wyngate Lakes Subdivision <br /> with a public road built to State standards and <br /> subject to the conditions contained in the <br /> Resolution of Approval (copy an attachment to <br /> these minutes on pages ) . <br /> Walters asked about the location of the septic <br /> easement and if the owner was willing to provide <br /> the easement. Cameron responded that the owners <br /> of the proposed easement are the developers of <br /> the subdivision and that the intervening <br /> landowner is a relative willing to provide the <br /> easement. <br /> Barrows asked about access to the repair area. <br /> Cameron responded that it is located on a corner <br /> lot and using the plat indicated the access <br /> easement from lot 12 . <br />
