Pursuant to the <br /> Local Government Bond Act, and in accordance with the adopted <br /> referendum time-table, a Public Hearing is required in order <br /> to provide the opportunity for anyone who wishes to be heard <br /> on the questions of the validity of the Bond Order and the <br /> advisability of issuing the bonds. <br /> Prior to receiving public comment on the Bond Order, staff <br /> will provide a presentation and entertain questions on the <br /> proposed Farmland Preservation Program. Upon completion of <br /> the Public Hearing, final adoption of the Bond Order and the <br /> official call for referendum is necessary for the November 8, <br /> 1994 election date. The suggested format for these <br /> proceedings as prepared by Bond Counsel is attached. <br /> RECOMMENDATION(S) : The Manager recommends that the Board conduct the <br /> public hearing; adopt the Bond Order; and approve the <br /> Bond Referendum Resolution; and authorize the Clerk to <br /> meet all publishing requirements as suggested by Bond <br /> Counsel. <br />
