Welcome and introduction by Moses Carey Jr., Chair, Orange County Board of <br /> County Commissioners. <br /> 2. Review of shared funding arrangements among the county and municipalities. Town <br /> and County staffs. <br /> 3. Presentation by Warren J. Wicker of the UNC Institute of Government regarding <br /> funding equity issues. <br /> 4. Discussion. <br /> a. What objectives do the local governments want to pursue in this area? <br /> Potential examples: <br /> (1) Discussion of possible adjustments, acceptable to all jurisdictions,to <br /> present funding arrangements. <br /> (2) Discussion of coordination and planning of municipal and county <br /> services. <br /> (3) Discussion of future unification of some or all municipal and county <br /> services. <br /> (4) Should some county and municipal services be funded through service <br /> districts with separate tax rates in some areas of the County (such as <br /> through southern Orange tax districts for Library and Parks and <br /> Recreation services)? <br /> (5) Discussion of other issues.as.may be agreed upon. <br />
