3 <br /> 3. Questions by BOCC to clarify information <br /> 4 . Proponents are allowed 15 minutes total. <br /> 5. Opponents are allowed 15 minutes total. <br /> 6. Additional time may be allowed by the Chair. <br /> 7. BOCC may question the proponents or opponents. <br /> 8. Motion to refer to the Planning Board or vote may be <br /> taken. <br /> Public Address to the Board is as follows: <br /> Any member of the public who wishes to address the Board <br /> regarding an issue which does not appear on the agenda and which <br /> does not require a public hearing shall make a request to the Clerk <br /> to the Board at any time prior to the meeting. The Clerk shall <br /> notify the Chairman of such request prior to the beginning of the <br /> meeting. The Chairman will then inform the Board for its <br /> consideration of the request at the outset of the meeting. The <br /> Board shall have complete discretion to determine whether it will <br /> hear the individual or group. <br /> Any member of the public who wishes to address the Board <br /> regrading an agenda item shall sign the sign-up sheet at the rear <br /> of the room, clearly indicating the item number to which they <br /> intend to speak. <br /> Information sheets outlining the process for the public's <br /> participation in Board meetings will also be available in the rear <br /> of the room. <br /> OPTION 6 (Randolph County) <br /> 1. The Planning Board has a public hearing and makes a <br /> recommendation to the BOCC. <br /> 2 . The BOCC may have another public hearing if it deems <br /> necessary. <br /> 3 . The Planning Director presents the information on the <br /> request, what the Planning Board's reasons were for their <br /> recommendation and any conditions they recommend be <br /> placed on the rezoning request. <br /> OPTION 7 (Davidson County and Craven County) <br /> 1. All zoning amendments to the Planning Board first. They <br /> hold a public hearing and make a recommendation to the <br /> BOCC. <br /> 2 . The BOCC have one meeting a month for nothing but zoning <br /> items. <br /> 3 . At this meeting, the BOCC hold another public hearing and <br /> set specific times for those in favor and those against <br /> to be heard, depending on how many items they have and <br /> how many people want to speak. <br /> 4 . In almost all cases, the BOCC take action on the zoning <br /> matter. In a few cases, the recommendation is sent back <br /> to the Planning Board for further consideration. <br />
