Opponents of the amendment are allowed a total of 30 <br /> minutes, notwithstanding the number of persons desired to <br /> be heard. <br /> 3 . BOCC then ask questions of either side or staff - no time <br /> limit. <br /> 4 . Each side then has a total of five minutes in rebuttal. <br /> 5. BOCC then vote. <br /> 6. The Board has the option of extending the time for each <br /> side by majority vote. <br /> The key is letting the citizens know ahead of time. They put <br /> their policy in the letters to property owners, adjoining property <br /> owners and also on the agenda. <br /> OPTION 4 (Iredell County) <br /> For rezoning requests, Iredell County uses the following <br /> procedure: <br /> 1. Request is received by the planning staff. <br /> 2 . Property is posted; surrounding property owners notified <br /> by mail of the request. <br /> 3 . Planning Board meets, reviews, and makes a recommendation <br /> to the County Commissioners. <br /> 4. Legal notice put in newspaper. <br /> 5. BOCC hold public hearing on the rezoning request. <br /> 6. BOCC act on the request, usually as recommended by the <br /> Planning Board, sometimes with modifications. <br /> Occasionally it will be returned to the Planning Board <br /> with a request for further study. <br /> For other matters such as road names, house numbering, <br /> amendments to the zoning ordinance and watershed ordinance, the <br /> public hearings are advertised as block ads, not legal notices, by <br /> the Planning Board. Public comments are received by the Planning <br /> Board and a recommendation is forwarded to the BOCC for decision. <br /> OPTION 5 (Durham County) <br /> 1. Request is received and appropriate notices are sent to <br /> surrounding property owners with a brief explanation of <br /> what is proposed by applicant. <br /> 2 .
