provides text books for GED classes, while volunteers provide <br /> teaching. <br /> Orange Community Housing sponsors a Family Shelter Task <br /> Force to study family shelter and report to the County <br /> Commissioners. <br /> Joint Orange-Chatham Community Action (JOCCA) <br /> JOCCA helps low-income individuals, families, and <br /> communities improve the quality of everyday life by working to <br /> change or eliminate the economic, social, and political <br /> institutions or constraints that impair their life chances. To <br /> this end, JOCCA provides basic human services in the following <br /> areas: Housing - HUD Counseling, New Construction, <br /> Rehabilitation, Weatherization, Home Equity Conversion Mortgage <br /> (HECM) , and Loan Packaging; Title III-C Aging and Nutrition - <br /> Congregate, Recreation, Cultural Activities, and Health Screening <br /> Clinics; Jobs Training Partnership Act (JTPA) - job training, <br /> development and placement, and Summer Youth Employment Program <br /> (SYEP) ; emergency assistance - food, clothing, shelter, <br /> utilities; homeless assistance; information and referral; and <br /> Waste and Water Technical Assistance. <br /> Coordination <br /> JOCCA works with the schools to coordinate its Job Training <br /> Partnership Program (JTPA) and further coordinates with the <br /> Department of Social Services, Department on Aging, Health <br /> Department, Cooperative Extension Services, Chapel Hill and <br /> Carrboro Parks and Recreation Departments, public schools, <br /> -12- <br />
