5 <br /> ORANGE COUNTY BOARD OF COMMISSIONERS <br /> DRAFT POLICY # <br /> ADOPTED: JUNE, 1994 <br /> REVENUE SOURCES FOR STARTUP COSTS ASSOCIATED WITH NEW SCHOOL <br /> SPACE <br /> It shall be the policy of the Orange County Board of <br /> Commissioners that funding of startup costs associated with <br /> new schools or additions to existing school facilities will <br /> derive from the following sources: <br /> Category I - For school facilities funded fully or partially <br /> by bonds, bond proceeds will be used to the maximum extent <br /> possible to purchase startup furnishings, equipment, <br /> furniture, machinery, data processing/automation items, and <br /> other instructional apparatus. <br /> Category II - Pay-as-you-go funds, including sales tax <br /> proceeds, will be used for the purchase of all startup <br /> equipment, furnishings, and supplies not funded through bond <br /> proceeds. <br /> Category III - Property tax proceeds will be used only for <br /> ongoing, annually recurring costs, such as personnel and <br /> utilities . <br /> This policy should be construed as expanding the specific <br /> purposes for which pay-as-you-go funds may be expended for <br /> school capital projects. <br /> DRAFT <br />
