WATER/SEWER EXTENSION POLICY (Comprehensive Planning/Special <br /> Projects) Includes revision of water and sewer extension policies, <br /> review of Hillsborough water and sewer extension plans, review of <br /> impact of sewer line on McGowan Creek. <br /> COMMENTS <br /> Betty Margison noted that according to Section lA of the general <br /> principles the 'extension of water and sewer shall be in the manner <br /> that will promote the orderly growth of the community without regard <br /> for municipal boundaries. The water and sewer areas are being <br /> approved when they are applied for by the developer which does not <br /> mean necessarily that it promotes orderly growth. Developers should <br /> be encouraged td develop in areas where water and sewer are available. <br /> Chair Willhd1it suggested that a policy be considered whereby when <br /> an area is built to urban density, the municipality would be expected <br /> to annex at the_Itime of development or shortly thereafter. <br /> 3. Standards for Commercial and Industrial Areas (Current <br /> Planning) Prezoning Methodology (Current Planning) <br /> COMMENTS <br /> Carl WalterJ, spoke to the need for standards for the developers to <br /> follow in determining what it will cost to locate at a specific site. <br /> The process needs to be shorter for the developer. <br /> Steve Yuhasz indicated there is not a lot of land zoned Industrial <br /> or Commercial. There does not seem to be a commitment by the OCPB or <br /> BOCC to rezone in an already designated area. Standards are needed <br /> that will guide the developer in these Industrial and commercial zones <br /> so they will know up-front the standards and enforcement regulations. <br /> Further discussion on the process and the amount of time it takes <br /> for a PD(Planne1 Development) ensued. It was the consensus that an <br /> intermediate stpp is needed for , the approval of Industrial or <br /> Commercial developments whereby specified conditions and standards are <br /> set out. . <br /> 4.
