. , 1 APPROVED 2J18/86 MINUTES ORANGE COUNTY BOARD OF COMMISSIONERS SPECIAL MEETING DECEMBER 10, 1985 The Orange County Board of Commissioners met in joint session with • the Orange County Planning Board on December 10, 1985, 7:30 p.m at Moorefields Foundation. COMMISSIONERS PRESENT: Chair Don Willhoit and Commissioners Shirley Marshall, Moses Carey, Ben Lloyd and Norman Walker. PLANNING BOARD MEMBERS PRESENT: Chair Alice Gordon and members Chris Best, Barry Jacobs, Steve Kizer, Peter Kramer, Betty Margison, Sharlene Pilkey, David Shanklin, Carl Walters, and Steve Yuhasz. COUNTY STAFF PRESENT: County Manager Kenneth R. Thompson, Planner Gene Bell, Cleilk .to the Board Beverly A. Blythe, Director of Planning Marvin Collins and Planner Laura Hill. Chair Will bit called the meeting to order. On behalf of the Board of Commissioners he thanked Barry Jacobs for the invitation to Moorefields and Sharlene Pikley for providing the meal. Alice Gordon' continued the meeting with introductions of those in ' attendance and gave a brief outline of the agenda. COMMUNICATION/ORGANIZATION FOR COUNTY PLANNING 1. COMMUNICATION FROM BOCC TO OCPB Issue: There is a need for clarity in transmitting instruction / policies/concern4 from BOCC(Board of County Commissioners) to OCPB(Orange County Planning Board) . Suggested Action: BOCC should transmit concerns/instructions in writing to OCPB tnd planning staff. COMMENTS Carl Walter commented on the misunderstanding by the public on the division of responsibility between the Orange County Planning Staff and the Orange County Planning Board. Decisions are made by the Planning Staff Or the Board of Commissioners and the public calls members of the Planning Board requesting justification on the decision made. He suggested that a member of the Planning Board attend all Board of Commissioners' meetings with the responsibility of reporting to the BOCC the decision of the Planning Board. 2. COMMUNICATION FROM OCPB TO BOCC Issue: There is a need for clarity in transmitting Planning Board recommendations/goals/concerns from OCPB to BOCC. Suggested Action: The Planning Board Chair or OCPB Steering Committee should present the Planning Board report in coordination with planning stdff, at. BOCC meetings. COMMENTS - Alice Gordon reported on the need for improved communication from the Board of County Commissioners to the Orange County Planning Board. She requested that the BOCC submit, in writing, a prioritized list of what they want the Planning .Board to do. She also suggested that not only would it be good idea for a Planning Board member to attend the meetings and give, a report on each Planning Board item but that a form be completed with the same information.
