Thompson ; list of Phone DILL-fiber: 732-2163 <br /> appraisers <br /> purpose: To consider approval of acquisition procedure and guideline for selecting - <br /> appraisers for the acquisition of the former Hillsborough Landfill. The purchase of the <br /> Landfill is in conjunction with community development activities in Northern Fairview. <br /> Need: <br /> Acquisition PrOcedures. <br /> Since the landfill is publicly owned, the acquisition of this property is exempt from <br /> the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970 <br /> (Uniform Act). However, the procedure outlined in the Uniform Act are consistent with <br /> goad business practices. Succinctly, the steps are: (1) Contract for Appraisals. (2) <br /> After appraisals are completed which will include fair market values, Board establish <br /> just compensation. (3) Negotiate with the Town of Hillsborough. (4) Document and <br /> Justify Purchase Price. <br /> Guidelines for Selecting Appraisers. <br /> Under the Uniform Act, local government shall establish criteria for determining the <br /> minimum qualifications of appraisers. The criteria considered is as follows: <br /> (1) Experience in performing <br /> appraisal under the Uniform Act, specifically HUD, (2) Familiar with geographical <br /> area. <br /> Impact: Specific acquisition procedure and guideline for selecting appraiser will en ice <br /> the landfill acquisition process. <br /> Recommendation: Approve the aforementioned acquisition procedure and guideline for <br /> selecting appraisals. Since the Uniform Act requires two appraisals (First and Reveiw) <br /> for acquisitions that exceed $2,000, staff recommends that three appraisals (Pirst, <br /> Second and Review) be performed. This will satisfy HUD requirements and enhance the <br /> Board effort to establish just compensation. Staff will recommend three local <br /> appraisers and fee on December 15, 1981. <br />
