Margaret Lane SUBJECT: Landfill Acquisition <br /> Hil|uborpugh, N.C. 27278 <br /> A thorough discussion with Richard Nomdcuck, HUD <br /> Community Planning & Development Representative for Orange <br /> County, assures this department that HUD will accept a less <br /> than whole acquisition of the Old Hillsborough Landfill. <br /> HUD is aware of the County's effort to acquire the park <br /> and feels the compromise of acquiring approximately 57 acres <br /> and the Town retaining acreage for the storage of wood chips, <br /> brush ands etc is acceptable. Mr. Woodcock did mention <br /> that the brush operation should be located away from the <br /> residential side of the site. <br /> Community Moreover, I discussed the actual acquisition of the <br /> [>eve|o�MM�nt park with Alan Brown, HUD Acquisition/Relocation Specialist <br /> �' Mr. Brown stated the acquisition of the <br /> landfill is exempt from the Department '- for Orange Cmunty^ r^ rp Uniform Relocation Assistance and <br /> Real Property Acquisition Policies because ii-is publicly <br /> owned property. However, this department must justify the <br /> purchase price. As I stated earlier, three appraisals should i <br /> be performed with the County establishing just compensation <br /> and conducting negotiations. The appraisal completed by the , <br /> Town of Hillsborough is unacceptable.
