The Preliminary Assessment <br /> Courael Resolution is now ready'(copy enclosed) and can be adopted by the <br /> D.5A Board of Commissioners on November 23, 198/. <br /> If the resolution is adopted on November 23, I981 I <br /> recommend a public hearing on December 15, 1981 and mailings and <br /> notice of the public hearing to be completed by December 1, 1981. At <br /> the conclusion of the public hearing, the Board can adopt the Final <br /> Assessment Resolution (FAR). If the FAR is adopted on December 15, <br /> • 1981: DOT can be paid the local share of the project at any time <br /> thereafter. I recommend that the total project cost be determined at <br /> the same time A copy of the proposed FAR for the Falls of New <br /> Hope project is enclosed demonstrating this approach. Each element <br /> of cost and expense will have to be determined no later than <br /> December 15, 1981 to enable the Board to make the necessary decision. <br /> I have inserted an amount of $500.00 for attorneys fees. This is our <br /> entire fee for the project so long as there is no change in the project <br /> scope, the basis for assessment or the percentage of cost to be <br /> assessed, once, the preliminary assessment resolution has been adopted. <br /> Costs for the publication will be determined by me and will be known <br /> by December 15, 1981. Mailing will be done presumably by you or your <br /> office. Mailing costs for the entire project must therefore be <br /> determined by you.. <br /> Thereafter the Preliminary Assessment Roll must be <br /> prepared in the form attached. This can be done immediately after <br /> adoption of the FAR, including Board action directing the Roll's <br /> preparation, setting a public hearing on the Roll and directing the <br /> Clerk to the Board to mail a Notice of the hearing to each affected <br /> property owner. <br /> At the conclusion of the public hearing on the Roll, the <br /> Board will be able to confirm assessments and direct delivery of the <br /> • Roll to the Tax Collector for collection of the assessments. <br /> Proceedings of the Board at the conclusion of the public hearing on <br />
