ORANGE COUNTY PLANNING BOARD MINUTES <br /> Pa ge. 4 <br /> October 22, 1979 <br /> Dr. Irvin: Before we take the vote, T would like to ask the planning staff <br /> if this will cause any problem with development of the surrounding area if <br /> this development does go in. Will it fit in with the over all plan? Will it <br /> be conflicting or cause a traffic problem? <br /> Mr. Polatty: We see no problem. This is why we have recommended a variance. <br /> I suggest that the eastern cul-de-sac can be shortened. <br /> Dr. Irvin: I am concerned abut the road standards, such as wear and tear on <br /> these roads causing potholes. If we do pass the prelinjTnary plan 'this will <br /> not stop us from checking into these standards before it is finalized. <br /> There being no further discussion on this matter, a vote was taken. The <br /> motion was passed unanimously. <br /> • <br /> Agenda Item #5: Valley Wood - Preliminary Plan <br /> IIThis major subdivision is located on MC 54 east of the Aherican Stone <br /> Company and Rock Quarry in Chapel Hill Township. There are 24 lots proposed <br /> on a 40.8 acre tract. This subdivision will have state maintained roads with <br /> individual wells and septic tanks. <br /> Approval was sent from the Health Department in gray, 1979. A more <br /> recent evaluation has been sent for the present plan and all the lots have <br /> been approved except numbers 1, 11, 12--these are to be further evaluated. <br /> • <br /> Mr.-Polatty: The original plat was received in February but later Mr. Carlyle <br /> withdrew this. Without proper planning, he cut a road in this proposed <br /> subdivision violating the regulations of the Sedimentation Control Ordinance. <br /> The Orange County Commissioners are £infazg him $3,000. In Mr. Carlyle's <br /> original plan he requested that a stream be rechannel7.ed (when he cut the <br /> road the flow of the stream was changed). - <br /> Mr. Carlyle presented his actions taken on the property. The map of <br /> the proposed subdivision was reviewed. Dr. Irvin questioned the drainage for <br /> some of the lots. Mr. Carlyle noted that the "stream" mentioned was only a <br /> "spring" and not very big in size. There is not a creek or stream there. <br /> Mr. Polatty noted that the property was checked by the Erosion Control Officer <br /> and it was determined to be a stream.. Dr. Irvin, again, asked about the septic <br /> tank drainage noting that the downward flow would go into the stream. <br /> Mr. Carlyle stated that this was checked by the Health Department and it compl: <br /> to their standards. Dr. Irvin was concerned with the flow from the stream i.ntc <br /> University Lake. <br /> The recommendations were reviewed by the Board. There was some discussion <br /> on the length of the cul-de-sac and its disadvantages as proposed. A shorter <br /> cul-de-sac would be more beneficial for safety purposes. <br /> After some discussion on lot size, Dr. Irvin made a motion to approve <br /> the preliminary plans for Valley Wood Subdivision with the stipulation that <br /> restrictive convenants, approved by the County Attorney, be placed on the lots <br /> west of the cul-de-sac road to disallow any further subdivision in the future <br /> (referring to the long, narrow lots on the map) , seconded by Mrs. Laszlo. <br />
