In a meeting with the Sheriff, it was determ:: <br /> that if at all possible the size of the vehicle should be maximized to insure d. <br /> comfort while on patrol, while the engine size should be kept as small as possible <br /> and still be able to do the job so as to conserve the amount of fuel needed. Along <br /> these lines, specifications were d.raWn up to include three models of cars The Chev- <br /> rolet Malibu, the Plymouth Gran Fury and the Ford LTD with a minimum of engine size of <br /> 255 cu, in., V-8. <br /> immact: By using LIFE cycle cost, which takes into consideration fuel consumption <br /> as well as purchase price in the award of the bid, the County by using its proposed <br /> specifications should be able to insure the smallest engine size necessary to do the <br /> job, and at the same time allowing the deputies to have a vehicle adequate for their <br /> needs. By going with a smaller vehicle and engine, greater fuel economy could be <br /> achieved but at the cost of poorer working conditions for the deputies. <br /> Life cycle cost is a legitimate basis to award contracts per General Statute 143-129 <br /> which states "award shall he made to the lowest responsible bidder or bidders, taking <br /> into consideration goRlity, performance, and the time specified in the proposals for <br /> the performance of the contract." <br /> 1eccrndnt1On(S) : <br /> To approve the 1982 Sheriff's vehicle specification as proposed <br /> and to allow the award to be based on LIFE cycle cost. <br />
