Laws as Assistant Manager was by <br /> promotion. In promotion actions the normal rule (Article VI, Sec. 5 <br /> of the Personnel Ordinance) is the granting of a one-step salary <br /> increase, or an increase to the minimum step of the new range <br /> established for the class, whichever is higher.
