!II <br /> administers the program, and Federal and State participation is assured <br /> only if eligibility is determined according to Federal and State guide- <br /> lines and timeliness standards. Failure to follow these guidelines and <br /> 1••••■■•■■■■•■••• ••••••••••• •••■■•■ <br /> timeliness standards to the letter can result in paybackof all Federal <br /> and State funds expended in an improperly handled case, and the potential <br /> costs of such failure are enormous. Also, there is a standing Federal Court <br /> _ <br /> order which governs processing time fornewmalications, and the conse- <br /> quences of failure to complz_with that order could be severe. <br /> Even with adequate staff, the AFDC Program is complicated and difficult <br /> to administer within the guidelines set forth by Federal and State agencies <br /> and courts. These guidelines must be followed exactly to insure Federal and <br /> State financial participation, and it is not possible to reduce caseloads or <br /> allow some work to be left undone in order to get by with reduced staff. <br /> The loss of the eligibility position in question would result in an <br /> inadequate AFDC staff in Orange County, and we cannot properly administer <br /> the program under those circumstances. <br />
